Description
This was a continuing AGQTP activity from 2008 with an increased emphasis on creating sustainability through a tri level interaction of schools, regions and State Office.
The activity focsued on providing quality professional learning for a new cohort of school-based teams (executive, and teachers in K-2 classrooms) to raise student achievement levels in literacy.
It also included the training of additional facilitators who subsequently supported teachers in classrooms. Facilitators in training worked with school teams to use an inquiry-based approach to set targets for teacher professional learning and student achievement.
Teachers and facilitators in training used video footage of their literacy lessons to analyse teaching strategies and student responses. Student achievement was tracked on a class data base to enable teachers to make more informed choices on teaching strategies. Participants were encouraged to engage in and respond to professional dialogue online.
The activity was managed by a designated officer who took responsibility for the activity meeting the professional needs of teachers.

Outcomes
Through participation in an AGQTP project, teachers will in their interactions with students, have an increased capacity to provide all students with opportunities to access and apply relevant learning in literacy, numeracy and ICT.
Through participation in an AGQTP project, teachers will have strengthened the currency and depth of their pedagogical knowledge and skills.

Design
All teachers participating in funded activities were invited and supported to complete an online self assessment tool for ICT skills. Online self-pace ICT modules at https:detwww.det.nsw.edu.au/ict can be accessed to enhance teachers' capability to use ICT in teaching and learning.
The professional learning strategy for this activity included:
- A school-based project to engage trainee facilitators/teachers in workplace learning that is based on a cycle of continuous improvement model. Trainee facilitators were encouraged to access and contribute to online teaching resources available through TaLe, Curriculum Corporation to support continuous improvement.
- Trainee facilitators worked with clusters of schools connecting through collegial networks and will utilise video footage of literacy lessons to inform analysis of teaching and learning strategies.
- Workplace mentoring and coaching by the project facilitator and facilitators in training was aligned to meeting the NSW Institute of Teachers' professional teaching standards.
- Professional learning for trainee facilitators included components such as, face-to-face workshops, video and teleconferences and online discussion groups.Participation in, and leading knowledge building and skill sharing activities within school and local School Education Groups.
Implementation
The implementation of the activity will be supported by the following personnel: designated project officer, regional literacy personnel and the school based professional learning team.

Timeline
By May 2009:
- Facilitators in training identified and program of focussed teaching commenced
- Participating schools and students identified
- Five professional learning sessions for facilitators in training will have been conducted
- Progress report submitted in May.
By December 2009:
- Facilitators in training will have completed initial professional learning and teaching program
- 16 professional learning sessions will have been completed
- Student progress data will have been collected and analysed
- Annual report submitted in December.
