3.11 Building teacher capacity and capabilities through a focus on pedagogy

Description
This activity has a strong focus on developing the capacity and capabilities of teachers K-12, with specific reference to literacy and numeracy. The focus of professional learning will be on the use of data to inform teaching and learning, and to appropriately use strategies in an intentional way to address needs identified in the data. The activity will be centred on the learning spaces and teachers will be supported in their learning within their context. Use of ICTs to support and enhance student learning will be a central focus.

Outcomes
Through participation in an project, teachers will in their interactions with students, have an increased capacity to provide all students with opportunities to access and apply relevant learning in literacy, numeracy and ICT.
Through participation in an project, teachers will have strengthened the currency and depth of their pedagogical knowledge and skills.

Design
The professional learning strategy for this activity includes:
- School-based projects to engage teachers in workplace learning that is based on a cycle of continuous improvement model and best practice in teacher professional learning.
- Participating teachers will develop an understanding of the pedagogical principles underlying learning and teaching in today's world (contemporary learning and teaching).
- Clusters of schools working in collegial networks, which will be both synchronous and asynchronous.
- Teachers and school leaders will engage with the MCEETYA Contemporary Learning Framework to review current practices and plan for the integration of ICT in learning and teaching.
- Workplace mentoring and coaching aligned to meeting the NSW Institute of Teachers' professional teaching standards.
- Flexible learning that includes components such as self-paced and facilitated online learning (including forums, use of instant messaging, blogs, wikis), face-to-face workshops, video and teleconferences (including iChat and skype), online mentors, and discussion groups.
- Onsite and offsite participation in knowledge building and skill sharing activities particularly in the use of ICTs to support student learning.
- Partnerships with professional associations and higher education institutions to provide expertise in the development, design and/or implementation of professional development activities.
- Local, regional and state workshops and conferences that enable participants to have their work publicly celebrated and critiqued.
This is a continuing activity and builds upon the 2008 activity, Building capability and capacity in literacy and numeracy K-12. It addresses identified diocesan priorities and state and national priorities for literacy, numeracy and ICT, with a focus on early years and middle years, and includes a strong focus on teachers using ICTs in their pedagogy and in students' learning.
Implementation
The implementation of the activity will be supported by a designated project officer.

Timeline
By May 2009:
- School leadership teams will identify areas of need and develop plans
- Lead teachers will be identified across the system
- Teachers identification professional learning needs with a focus on pedagogy and use of ICT to support learning
- Learning plans developed and commence implementation
- Learning networks formed around professional learning needs to develop pedagogy and use of ICT
- In school support through mentoring, coaching and learning partnerships developed
- Progress report submitted in May
By December 2009:
- Continuation of networks and within school support
- Teacher reflection and documentation of professional learning will be captured through case studies, blogs and/or wikis (and other appropriate ICT/media)
- Professional learning shared through learning networks with a focus on development of pedagogy and use of ICT
- Annual report submitted in December
